Support for recurring marine obligations, monitoring and reporting programmes

MER supports authorities and delivery partners with fieldwork, analysis, mapping, assessment and reporting for obligations linked to MSFD, WFD, the Habitats Directive, the Barcelona Convention and related national frameworks.

Recurring marine obligations need more than desk-based review. MER supports authorities and partners through applied research delivery, field surveys and sampling, laboratory analysis, mapping and underwater survey tools, ecological assessment and analysis and reporting that can feed directly into monitoring programmes, status assessments, inventories, management plans and reporting cycles.

This includes work linked to coastal water bodies, marine habitats, Natura 2000 areas, marine litter, non-indigenous species, pressure review, threshold development and regional cooperation where Mediterranean obligations overlap with national implementation.

Typical support

Directive-aligned programme design and delivery For recurring national monitoring, status review and reporting needs.
Field surveys and sample analysis For coastal waters, sediments, habitats, litter and biodiversity indicators.
Mapping, habitat characterisation and spatial evidence To support water-body review, habitat inventories and protected-area evidence.
Ecological status, habitat and pressure assessment Including water quality elements, sensitive habitats and invasive species trends.
Thresholds, classification and methodology review To strengthen consistency, comparability and decision-ready outputs.
Reporting, interpretation and technical support For authorities, tenders and multi-partner delivery teams.

Frequently asked questions

Which marine obligation frameworks can MER support?

MER can support programmes linked to the MSFD, WFD, the Habitats Directive, Natura 2000 and wider Mediterranean cooperation frameworks where monitoring, mapping, pressure review or reporting are required.

Can MER support recurring national monitoring and reporting programmes?

Yes. MER can support long-term or cyclical programmes involving surveys, sampling, lab analysis, mapping, assessment and reporting for competent authorities and delivery partners.

Does MER provide only fieldwork, or full technical delivery?

MER can support full delivery, from monitoring design and field implementation to analysis, interpretation, mapping and reporting.

Can MER work across national and regional obligations at the same time?

Yes. MER can support projects where national implementation overlaps with regional Mediterranean obligations, protected-area frameworks or cross-partner delivery needs.
